there are already treadmills with monitors and I can picture a retractable keyboard hanging off the bars that hold the monitor.
I wonder if for this application the problem of the motor would be best solved by not using a motor at all... having only enough resistance on the walking belt to be able to keep a steady walk or standing position.  This would also address the noise part.
There could be easy to adjust settings to move the monitor and keyboard down to the sitting position with a bench probably also attached somehow.  The effort to make the conversion would not be any harder than what it takes to change weights on some exercise machines.

You could also just take a brake from working or...

Have one person on one spot on the earth peddle while you punch deck and then at some point hop on your bike and make up or even prepay you electric worldly balance.

					<description>Online you can find a manual (no motor) treadmill from Sears but I couldn't find it in the stores. I wouldn't want to buy one without trying it. The sales people in the stores did not have good things to say about it. I wonder if it gets bad reviews because it isn't good for the fast walking or running that people usually want to do but would be good for this application.

I recently saw a treadmill with a LCD screen in a gym. It was fine as a display for the exercise program and for TV but not good enough for a computer display. I also didn’t like having to tilt my head down to look at it. These things could easily be improved.</description>

					<description>Many years ago (20?) I tried running on one of those non-motorized treadmills, and it was a terrible experience. However, I think it might work fine for slow walking and you can stop walking instantly anytime you want.</description>

But I am trying to come up with a walking treadmill that I can slip under my desk. Something without any handles. Can't seem to find one. 					<description>Your deck problem sounds solvable, if your willing to experiment a bit. I'd recommend a good 3/4 structural plywood covered in a high strength epoxy resin. That should give you some serious strength.</description>
